The Executive Staff

The Police Department's executive staff is comprised of a group of talented and tenured sworn law enforcement managers. As a team, they provide vision and direction to achieve the department's mission statement.


Chief Goodman 
Chief of Police Darren L. Goodman

 Darren Goodman began serving as San Bernardino Police Department’s 41st Chief of Police on June 6, 2022. Prior to joining the SBPD, he served as Chief of Police for the City of Upland Police Department since July 16, 2018. Before assuming that role, he was a Captain for the San Bernardino Sheriff’s Department where he spent a total of 27 years. During his time with the Sheriff’s Department, Goodman’s roles included serving as the Police Chief for the Chino Hills Police Department and Commander of the Frank Bland Regional Training Center. He also worked in Corrections, Patrol, Narcotics, Emergency Operations, Regional Gang Enforcement, Fugitive Apprehension, and SWAT.

His law enforcement philosophy includes a commitment to data driven policing principles, civic partnerships, and community engagement. Chief Goodman has implemented holistic approaches to addressing crime and quality of life issues within by reducing gaps between police specific services and other service providers dedicated to public safety such as public works, code enforcement, mental health services, and homeless advocates. A strong advocate of community policing, Chief Goodman regularly facilitates community forums to engage citizens and increase stakeholder inclusion.

Chief Goodman earned a Bachelor of Science degree from Southern Illinois University. From the University of Southern California, Chief Goodman holds a master's degree in Public Administration and Doctor of Education in Organizational Change and Leadership. Chief Goodman has also completed law enforcement and leadership programs at Harvard's Kennedy School of Government, the Naval Postgraduate School's Center for Homeland Defense and Security, and POST Command College Program. Goodman also serves as an Adjunct-Professor at California State University San Bernardino.


Assistant Chief Hernandez 
Assistant Chief Francisco Hernandez

 Assistant Chief Francisco Hernandez began his career as an Officer for the San Bernardino Police Department in December of 2004. Before working for the Department, he served in the United States Army as an Infantryman. Francisco is a graduate of the Sherman Block Leadership Institute (SLI) Class 413 and Session 80 of the Police Executive Research Forum’s Senior Management Institute for Police (SMIP). Additionally, he earned a Bachelor of Science Degree in Management from California Coast University and a Master of Business Administration from Liberty University.

Francisco worked as Patrol Officer, District Resource Officer, and Gang Enforcement Officer before promoting to Detective in April of 2011. As a Detective, he was fortunate to gain experience in numerous positions. He was assigned to Investigations as a Specialized Crime Detective for two years before transferring to Personnel and Training. In Personnel and Training he worked as a Recruiter, Department Trainer, Background Investigator, and Field Training Officer. Francisco earned the rank of Sergeant in January of 2015, where he had the opportunity to work multiple assignments, including Patrol Supervisor, Field Training Program Supervisor, and SWAT Supervisor. Francisco also served as the sergeant of the Special Enforcement Team, which was a blend of the Department’s Narcotics, Gang, and Traffic Units. Throughout his career, Francisco provided numerous ancillary duties to the Department, including Firearms Instructor, Defensive Tactics Instructor, and Reality-Based Training Instructor. He also was a member of the Department’s SWAT Team for over 13 years and served in all ranks from Officer through Lieutenant.

Francisco was promoted to the rank of Lieutenant in January of 2018, where he held the position of Administrative Services Manager. His responsibilities included Crime Analysis, Community Affairs, Fleet Services, Grant Writing and Management, Special Events, and the City’s Office of Emergency Management. In March 2020, Francisco was certified as Captain and assigned to the Administrative Services Division. The position encompassed his previous administrative responsibilities and included Professional Standards Bureau, Personnel and Training, Dispatch, Records, Finance, and Information Technology. In September of 2021, Francisco was certified to the rank of Assistant Chief and he is grateful for the opportunity to continue to serve the citizens of San Bernardino.



Captain Affrunti 
Captain Adam Affrunti - Administrative Services Division

 Captain Adam Affrunti started his law enforcement career with the San Bernardino Police Department in 2003 after graduating from California State University San Bernardino with a Bachelor of Arts Degree in Criminal Justice. Since, Adam has obtained his Master's Degree in Business Administration from the University of Redlands graduating top in his class and as a member of the Whitehead Leadership Society. In 2022, Captain Affrunti graduated from the FBI National Academy Class #281.

As an officer, Adam has had the privilege of working several assignments and details. After completing a tour in patrol, Captain Affrunti worked the Bicycle Mounted Enforcement Team (BMET). He then joined the gang team known as San Bernardino Movement Against Street Hoodlums (SMASH) and was the primary breacher and SWAT operator. After a short stint as a guest tactical officer at the San Bernardino Regional Sheriff's Academy, Adam kept the city's streets safe as a motor officer.

Throughout his career, Adam has served as a defensive tactics instructor, less lethal instructor, firearms instructor and has received numerous commendations for heroism. Promoting to Detective in 2010, Adam worked caseloads for property crimes, robbery and assisted on several homicide investigations. In 2011, he was promoted to Sergeant and reassigned to the Operations Division, supervising patrol officers. From there, Adam assumed the responsibility of department head for the Department of Animal Control, where he enthusiastically worked with the community and rescue groups to decrease euthanasia, increase adoptions and donations, and promote community events. Executive staff then selected Adam as their adjutant. For a year, he worked with the Chiefs and Captains on various projects, increasing the efficacy of service provided by the department to the community. In 2015, Adam was promoted to Lieutenant where he served as a Watch Commander for two years; then he was given the opportunity to manage the Professional Standards Bureau. In 2019, Adam was promoted to Captain and was assigned to the Administrative Services Division and is honored to serve his municipality as a police executive. Adam is committed to providing quality service to the community and ensuring the Department does the same.



Captain Carrington 
Captain Nelson Carrington - Investigations Division

 Captain Carrington was raised in the Rancho West Community of San Bernardino and joined the San Bernardino Police Department in 2005. As a Police Officer, Nelson worked patrol, as well as a variety of specialty assignments. These assignments included the Community Inter-Agency Training and Enforcement Team, Crime Impact Team, and Gang Unit. In 2014, he was promoted to the rank of Detective. In that role, Captain Carrington served as a Gang Unit Detective, Patrol Corporal, Field Training Officer, Department Recruiter, and Training Corporal. He is also a recognized expert and certified instructor in several fields including Taser, Less Lethal Munitions, Defensive Tactics, Firearms, Active Shooter, and Patrol Rifle. He was also selected as the Officer of Year in 2018.

In 2018, Captain Carrington was promoted to the rank of Sergeant, serving as a patrol supervisor, and the Personnel and Training Unit manager. As the Personnel and Training Unit manager, he and his team hired over 40 new police officers, many of whom were born and raised in the city, and designed and provided training for all Department employees. Captain Carrington was promoted to the rank of Lieutenant in 2020 and was assigned as the Western District Commander, Field Training Program manager, and the Special Investigations Bureau commander, overseeing the Department’s SWAT, Narcotics, Vice, and Special Investigations teams. In September 2021, he was certified to Captain and commanded the Administrative Services Division. In April of 2021, he was officially promoted to the rank of Captain and currently oversees the Investigations Division.



Captain Harris 
Captain Brian Harris - Operations Division

 Captain Brian Harris began his career with the San Bernardino Police Department in 2001. Born and raised in Sacramento, he joined the United States Marine Corps in 1991 and served as a Military Policeman for four years. Brian attended the Rio Hondo Police Academy and graduated with the Kiwanis Award for the most outstanding cadet. Brian spent five years with the San Gabriel Police Department prior to joining the San Bernardino Police Department.

As an Officer, Brian has worked assignments in Patrol, Bicycle Enforcement Team, Multiple Enforcement Team, SWAT, and the Mounted Enforcement Unit. Brian promoted to the rank of Detective in 2007, and his assignments included Burglary Detective, Robbery Detective, Multiple Enforcement Team Detective, and SWAT. In 2010, Brian promoted to the rank of Sergeant, and his assignments included the Patrol Division, Multiple Enforcement Team Supervisor, Field Training Program Supervisor, and SWAT Team Leader. In 2016, Brian promoted to the rank of Lieutenant and became the Central District Commander, Bicycle Enforcement Team Manager, and Traffic Division Manager. His previous assignments included Watch Commander and Field Training Manager.

Brian earned a Bachelor of Science Degree in Business Management from California Coast University, a Bachelor of Science Degree in Criminal Justice from Liberty University, and a Master of Arts in Executive Leadership from Liberty University. He is a member of Supervisory Leadership Institute Graduate Class 347, a graduate of the Los Angeles Police Department Leadership Program, and is a graduate of P.O.S.T. Command College Class #66. He also possesses a graduate certificate from the University of San Diego in Law Enforcement Command. In April 2022, he was certified to the rank of Captain and currently oversees the Operations Division.
